Another 29% are still in experimentation mode. The share of businesses that said they were "interested but haven't started" collapsed 83% in a single quarter, dropping from 9% down to just 1.5%.

The Gap Between Users and Testers Is Already Measurable

  • Technology lead: 31% of active AI users say they are ahead of competitors on technology. Only 12% of non-users say the same.
  • Business confidence: 65% of AI users are very or extremely confident in their business growth. That number drops to 56% for businesses not actively using AI.
  • Investment momentum: 53% of AI users increased their technology spending over the past year. Only 24% of non-users did the same.
  • Strategic posture: 65% of AI users describe their business approach as proactive. Among non-users, that figure falls to 33%.
  • Competing upmarket: 71% of AI users agree that AI lets them compete with larger companies. Across all SMBs surveyed, that number sits at 59%.

These are not soft perceptions. They show up in spending decisions and competitive behavior. The AI users are not just feeling better about their situation. They are moving differently.

Why Businesses Stay Stuck in Testing Mode

If the results are this clear, why is nearly a third of the SMB market still experimenting rather than executing? The Pax8 report asked that question directly. Among businesses stuck in the testing phase, 28% cite a lack of internal expertise, 24% point to cost concerns or unclear return on investment, and 21% flag security and privacy concerns.

One finding in the Pax8 report cuts deeper than the rest. Among active AI users, 91% report that their leadership is fully or mostly aligned on AI strategy. Among experimenters, that number is 68%. Among businesses not using AI at all, it is 32%.

This is the real pattern. It is not the tool. It is whether the person running the business has made a genuine decision. Businesses with aligned leadership get organized, set guidelines, spend money, and see results. Businesses without that alignment keep running pilots that never convert into anything.
